They can design that artists style -esque but it will never be that artists work. Why don't you just travel or wait till you can and get others done in the meantime.
Etiquette wise, imagine spending possibly thousands of dollars on a deeply personal piece of art designed for you by an artist who, let’s not forget is making art and not just a mass produced item like flash would be considered. You’d probably be pretty pissed if cheap copies of your really awesome art started popping up.
A good rule of thumb is if at least 30% is changed then you have a new tattoo. And you are never gonna want to ask an artist to tattoo someone else’s work because they need room to put their own spin on it and make it shine on your body with their skills. Do a heavily inspired piece and you may even come out with something you love even more.
I personally wouldn't want to wear somebody else's original art that was designed for them but that's me.
I don't see why not. It's just like anything else people bring into the shop. Sometimes artists will make suggestions to "improve" the tattoo. But if you insist you want it exactly as is, plenty of artists will do it for you. There are some though that won't. Can't blame them, so much of their livelihood depends on reputation and work.
