It's a known bug, try tranqing it and moving it, sometimes works.
Did you put them together with a large carnivore? If yes, then some of them will often panic due to the large carnivore around them and not eat or drink. You need a big pen with several water and food sources to make it work. If you only have dilophosaurus in the pen then I have no idea, this shouldn't really happen.

She's clearly depressed.
If they are sharing an exhibit with a larger predator it may be scaring the lone dilo away from food and water.
Otherwise it's a known bug, just tranq her and move her elsewhere in the enclosure and she'll snap out of it.
I had a Deionychus do this when it was with a Metri. Just assumed he was panicking because of the bigger animal, and not staying calm around the food etc long enough to eat. I just traq'd and sold him and made another. :)
Has happened to me about a dozen times as well (Dilos, Raptors, Deinonychus). Tranqing and moving sometimes works, but not always.
Question: does it share the exhibit with larger carnivores?
Perhaps you applied the homeless gene?
More feeders maybe?
